Background
The System Operator and the Electricity Authority are undertaking a detailed review of the current Under Frequency Management (UFM) arrangements. The UFM project was established in view of the recommendations made from the AUFLS technical review to re-evaluate the way reserves are procured and utilised, and to determine the optimal AUFLS arrangements.

Objective
The objective of this project is to determine technically and economically viable arrangements that will ensure that under frequency management products better meet the requirements of the changing power system. Under frequency management products that we are assessing include Instantaneous Reserves, AUFLS, and Asset Owner Performance Obligations. The ongoing AUFLS work has also been incorporated into the UFM project given its inter-dependencies with other under frequency management products.
Workstreams
The UFM project is structured into a number of workstreams.
- Workstream 1 Instaneous Reserves
- Workstream 2 AUFLS Stage 2
- Workstream 3 Asset Owner Performance Obligations (AOPOs) and Principle Performance Obligations (PPOs)
- Workstream 4 Collective Review
The detail and objective of each workstream is explained in the proposed project brief.
Workshops
The System Operator has running a number of seminars that were designed to inform participants about the key findings from the UFM Review, and to discuss the options and opportunities for any changes with the industry. The seminars were held at the following locations:
- Auckland at the Novotel Ellerslie on the 8 August
- Wellington at the James Cook Hotel on the 10 August
- Christchurch at the Transpower Field Office on the 12 August
