Changes to FK selection

On the 17th December 2009 at 12:15pm, the System Operator reinstated the Frequency Keeping selection methodology used prior to MSP (Market System Project) go-live on 21st July 2009.

This permanent solution selects the frequency keeper based on a least-cost basis. This is done by using the market offer for frequency keeping and an estimation of the associated constrained-on cost of moving a provider to ‘centre-of-band’ see example.
